Cu ce gluma incepe acest document! Si ca su n-avem vreo iluzie, iata cum bifam obiectivele:
"There are two major benefits from increasing bank regulatory transparency in the European banking union. The first is improving democratic accountability; the second is market efficiency."
Povestea cu market-efficiency este fata morgana capitalismului financiar. Iata mai multe detalii despre 'democratic accountability':
"On accountability, the literature generally holds that a process can be legitimate at two stages of the policy process, namely through inputs and outputs. For 'input legitimacy', the issue is whether the people directly decide on the super-visor. If one focuses on bank supervision, it is unrealistic to expect much input legitimacy – it is extremely rare for countries to have the people elect regulators or supervisors directly.

For regulators in general and the SSM in particular,the focus of ensuring legitimacy is therefore on‘output legitimacy’. Do supervisors take actions that are in the best interests of the people they are supposed to serve? Or do they make decisions that, for example, favour the financial industry at the expense of the taxpayer?"

Din acest ultim paragraf imi vine a crede ca Vestul intelege ca bancile si-au facut de cap, pe fondul liberalizarilor de toate felurile impinse de politicile de Dreapta, iar costul total al comportamentului nacilor e deja de nesuportat. Stiu, e ca si cum ai vedea speranta in IAD...
