  • Smaranda Dobrescu Este evident ca pastrarea decalajului este convenabila tarilor europene dezvoltate cel putin din trei motive:1. Llucratorii nostri care muncesc in Europa sunt dintre cei buni dar ingroasa armata altor imigranti"mana de lucru ieftina" care a imprimat in timpul crizei un trend de scadere generala a salariilor nativilor, ceea ce a dus la cresterea competitivitatii tarilor respective.2.Lipsa totala de interes a UE de a aloca fie un mini plan Marshall pentru tarile estice, in special Romania si Bulgaria , fie sa repartizeze fonduri R&D. 3. In timp ce tari dezvoltate precum Germania au permise deficite bugetare proprii de peste 3% PIB, noi avem limitate investitiile prin deficitul aprobat de abia putin peste 2% anul acesta si 1,7% la anul viitor. Nu sunt de acord cu parerea profesorul Cosea ca mana noastra de lucru ieftina produce relocalizari la noi. Daca ne uitam la volumul investitiilor straine vedem ca se gasesc intr-o diminuare drastica de la an la an. Si nu inteleg un lucru: Daca e cazul ca UE sa inaspreasca conditiile noastre de accesare a fondurilor, de ce incurajeaza Moldova si Ucraina sa adere, acestea avand o situatie economica chiar mai precara decat a noastra? Nu as vrea sa ma hazardez sa dau raspuns.

    As a deputy, Coşea sat on the Committees for Economic Policy, Reform and Privatization (1996-2000) for Budget, Finance and Banks, and for Labor and Social Protection (both in 2004-2005); in 2005, he was appointed to the Committee for European Integration. Between 1993 and 1997, he was a Minister of State in the Nicolae Văcăroiu PDSR cabinet, and a member of the Council for Economic Coordination, Strategy and Reform. He was later Secretary of State in the Finance Ministry.
    At the time, Coşea was among the initiators of mass privatization strategies, and organized the latter as a release of coupons to citizens, to be transformed into stocks (see History of Romania since 1989).[2] Although the measure was initially received with interest, the program was ultimately unsuccessful and most businesses up for privatization did not attract investors' attention[2] (by late 2006, a third of them had gone bankrupt or were about to do so).[3] Coşea attributed this negative phenomenon to the underdevelopment of the local capital market,[2] as well as to strategy errors of both the PDSR majority (who had refused to give backing by privatizing Bancorex and Banca Agricolă) and the new Democratic Convention cabinet of Victor Ciorbea (who changed the privatization law to accommodate an initial public offering, viewed by Coşea as more susceptible to political corruption).[3] He also indicated that only 60% of the companies listed for privatization had any real chance of success.[3]
